Case #3: Volunteer Firefighter Appointments

Administrative Services Manager Waite Smith shared that there is a short list of eligible candidates
to fill fu'efighter positions, however, the Fire Chief would like to see how the five perform on the
agility test before agreeing on who to bring onto the Department. Three of the five would be
offered a position.

Motion by Councilmember Haas Steffen and seconded by Mayor Gamec to recommend that
Council authorize staff to offer firefighter positions to three people on the current eligibility list,
contingent on passing the physical examination, agility test and background checks.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen and Beyer. Voting
No: None.

Case #4: Receive Recommendation for Appointments to City Commissions

Administrative Services Manager Waite Smith stated that a policy had been put together for
interviewing candidates for City commissions. The interviews have taken place and consensus of
the interviewing committee was to recommend that Ken Peterson complete Judy Roff's term on the
Charter Commission, Michael Rolfe complete Michael Skinner's term on the Park and Recreation
Commission, Lisa Montague complete Allen Stafki's term on the Economic Development
Commission and that Lydia Scheiber also complete a term on the Economic Development
Commission.

Mayor Gamec stated that the interviewing committee did not discuss the appointment of a person to
two commissions. Ken Peterson is on the Cable Commission also but he (Gamec) did not feel it's
a conflict. However, he suggested a need to review the policy of not being allowed to serve on
two commissions at the same time.

Councilmember Haas Steffen felt that if there is a policy in place, we need to pay attention to it and
suggested approaching Mr. Peterson to ask which commission he would prefer to serve on.

Mayor Gamec stated he felt bad that Mr. Peterson is in this position because the commissions are
not related. He felt that Mr. Peterson would benefit both commissions.

Councilmember Haas Steffen noted that the policy states that if it's in the best interest of the City, a
person would be allowed to serve on more than one committee/commission.

Councilmember Zimmerman pointed out that Mr. Peterson was on the City Council last year when
we did not reappoint Ron Hetland to the Park and Recreation Commission because, according to
Mr. Peterson, he (I--Ietland) had been on there too long. Maybe Mr. Peterson should use that
"measuring stick" on himself. .

Motion by Councilmember Haas Steffen and seconded by Mayor Gamec to recommend that City
Council approve appointing Michael Rolfe to the Park and Recreation Commission to a term to
expire October 31, 1997, to appoint Lisa Montague and Lydia Scheiber to the Economic
Development Commission to a term to expire January 31, 1999, and to table an appointment to the
Charter Commission until the appropriate person has talked to Mr. Ken Peterson with regard to
which commission he would prefer to serve on and bring back the information for action at the
next Personnel Committee meeting, and that tiffs poScy of not being able to serve on more than one
commission at a time also be brought back to the Personnel Committee for review.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen and Beyer. Voting
No: None.

Personnel Committee/February 11, 1997

I

I
I

I

I
I
I
