In lieu of establishing the promotional Sergeant position, <br />Sergeant Gustafson would like to continue the use of two temporary Corporal assignments that <br />were created to assist him during Chief Auspos' 1996 medical leave. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Mayor Gamec to recommend that <br />Council appoint Dave Gustafson Acting Police Chief, effective March 1, 1997, and that while he <br />serves as Acting Police Chief, Sergeant Gustafson's salary be increased in the amount of five <br />percent of the minimum of the pay range for the Police Chief's position and that Council authorize <br />continuation of the two temporary Corporal assignments created in November 1996. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen and Beyer. Voting <br />No: None. <br /> <br />Case g7: Authorization to Advertise Police Patrol Officer Position <br /> <br />Administrative Services Manager Waite Smith reminded the Committee that the 1997 budget <br />includes an additional Patrol Officer position in the Police Department, effective July 1, 1997, at an <br />annual salary of $31,021. The Police Chief, Police Sergeant and Administrative Services Manager <br />reviewed the position job description, agreed on qualifications needed and desired, formulated a <br />newspaper ad and outlined a selection process. She summarized that process with expected <br />completion dates. She noted that ads would be placed in the St. Paul Pioneer Press, the <br />Minneapolis Star Tribune, the Anoka Union and with the organizations identified in the MPRS <br />Affmnative Action Plan submitted to the court and approved by the judge. <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Haas Steffen to recommend that City <br />Council authorize Administrative Services Manager and the Police Department to proceed with the <br />process for hiring a Patrol Officer. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen and Beyer. Voting <br />No: None. <br /> <br />Case #8: Receive Draft MPRS Resolutions <br /> <br />Administrative Services Manager Waite Smith reported that, with regard to the MPRS lawsuit, the <br />defendant cities are still trying to decide if they should appeal the judge's order. MPRS distributed <br />two draft resolutions for its member cities to consider. One of the resolutions asks that we join in <br />asking the League of Minnesota Cities to bring appeal on the behalf of the defendant cities and <br />assume responsibilities for the related expenses. She suggested that if the resolution is adopted, it <br />should be modified slightly so Ramsey is not standing alone on this. The second resolution <br />authorizes the City's participation in joint activities coordinated by MPRS to comply with the list of <br />aff'n-mative action requirements of the court order (e.g. develop and distribute a brochure <br />promoting law enforcement careers in MPRS communities, maintain a record of cities' activities in <br />complying with the court order, and preparing the annual report that is due to the court each <br />November until 2004). The cost of all this is unknown. Staff is recommending that, if this <br />resolution is adopted, it be modified to include a not-to-exceed amount of $1,000 per year. Staff is <br />not asking that the resolutions be adopted at this time, only that they be reviewed. She added that <br />these resolutions will be forwarded to the City Attorney for his review. <br /> <br />Councilmember Haas Steffen asked about polling sister cities and bringing information back to the <br />February 25 meeting. She also inquired if this lawsuit has farther reaching implications.
