To: Steve Jankowski, City Engineer

From: David and Kerry Jarvis 17918 Erkium Street NW

In regards to: Street maintenance for Ford Brook Estates

Concern:

Although we feel that street maintenance, the seal coating and repairing
of cracks and broken edges is important we are concerned that we are
being assessed a special tax for this service. If after inspection, the
city believes the roads need this maintenance to slow down on major more
costly repairs we would certainly support it. But the fact that we are
being taxed through a special assessment for this work, which we thought
was what a portion of our taxes were used for, gives us the opinion that we
are then part owners of this road. And being part owners should then give
us the right to restrict the access of the road as well as having a say in
how and when it is plowed and what materials are used for ~t maintenance etc.
The reason we would want to have a voice in any matters concerning the road
and its access would be because those factors would affect its wear and
therefore its need of more maintenance and cost to those living on it.

Suggestion:

If road maintenance is not a part of the property taxes that we are
paying then we feel it should be stated as well as other things that
may or may not be included. One possibility would be that a builder
or home buyer would be given a list when a building permit is issued
or when the purchase of a home is registered in the city. That list
could include a time table of how often special projects are done.
In this way both the home owner and city would be informed of their
rights and responsibilities.

Closing:

Thank you for reading and considering our concerns about the
street maintenance in the City of Ramsey. We do not feel that we
or the other residents of Ramsey should be assessed the cost of
these repairs apart from what we are already paying for our property
taxes.
