I <br /> <br />By: <br /> <br />REQUEST FOR SKETCH PLAN APPROVAL OF APPLE RIDGE; <br /> CASE OF GOOD VALUE HOMES <br />Zoning Administrator Sylvia Frolik and City Engineer Steve Jankowski <br /> <br />I <br />I <br />I <br /> <br />Background: <br /> <br />City Code does not require City Council approval of subdivision sketch plans; only the preliminary <br />and final plats. However, Mr. John Peterson of Good Value Homes has requested a Council <br />review of the sketch plan at this time. <br /> <br />The proposed plat of Apple Ridge is located on the west side of T.H. #47 at about 157th/158th. <br />~_D.~e plat consists of approximately 60 acres proposed to be platted into single family residential lots <br />served by municipal water and sanitary sewer. The following items are enclosed: <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Original sketch plan <br />City Staff review letter dated January 30, 1997 <br />Alternate #1 sketch plan <br />Draft Planning Commission meeting minutes dated February 4, 1997 <br /> <br />Notification: <br /> <br />No notification to adjacent residents is required for the sketch plan process. However, John <br />Peterson of Good Value Homes did host a neighborhood meeting with area residents regarding the <br />proposed development on Wednesday, January 29, 1997. Issues raised by the residents included: <br />density~ traffic, drainage, alignment of utilities, tree preservation and parks. At the January 29 <br />neighborhood meeting, the residents were provided with verbal notification that the Planning <br />Commission would be reviewing the sketch plan on February 4. Several of the area residents also <br />attended the Planning Commission meeting. The official public hearing is held in conjunction with <br />the preliminary plat review. <br /> <br />Observations: <br /> <br />The property was officially brought into the Metropolitan Urban Service Area (MUSA) i.n early <br />i 995 as a result of Metro Council approval of an amendment to Ramsey's Comprehensive Plan <br />and Metropolitan Urban Service Area (MUSA) initiated in 1993. The subject property was <br />included in the 1,400+ acre MUSA expansion (400+ acres of which were developable land) per a <br />written request from the landowner. The Planning Commission conducted a public hearing on <br />November 4, 1993 and City Council approved the amendment on November 9, 1993. <br /> <br />The preliminary plat will have to verify that all lots meet the minimum area and dimensional <br />reqmrements. Under the 10,800 minimum lot size requirement, the property is eligible for <br />approximately 180 lots inclusive of streets. The Developer is proposing to oversize the lots. The <br />original sketch plan consisted of I47 lots and Alternate #1 proposes 144 lots. <br /> <br />The Developer is proposing to install the improvements as a private development project. <br />Municipal sewer and water will need to be extended to the site from the current northern terminus <br />o~_' the system located just south of 153rd Avenue. A lift station will be necessary to service this <br />property, as the existing sanitary sewer is not sufficiently deep to service the area by gravity. In <br />addition, Staff is recommending that the water system extension be designed such that two sources <br />will be available to serve the subdivision. The exact routing for the sanitary sewer and watermain <br />extensions have not been identified, and need to be identified in the preliminary plat submittal. The <br /> <br /> <br />
