The City Council identified the paving of the remaining miles of dirt streets as a <br />desirable City goal. In the past, the City has waited until property owners along the street have <br />petitioned for street paving; however, to achieve the goal of eliminating dirt streets, the City will <br />become pro-active and initiate paving projects. <br /> <br />At a recent Council meeting, I presented the City Council with preliminary cost estimates for eleven <br />dirt street paving projects. The Council directed me to conduct a survey among property owners <br />within these proposed projects to determine their degree of interest. Obviously, one extremely <br />important factor for you in determining your level of interest is the cost associated with the <br />improvement. Based upon preliminary cost estimates, the paving of your street is estimated to cost <br />you approximately $3,400.00. The City's policy is to allow payment as an assessment spread <br />over ten years with interest. If you were to select this method of financing, your estimated annual <br />payment over 10 years would be approximately $500.00 per year. <br /> <br />I wish to emphasize that this is not a notice that a public improvement for the paving of your street <br />has been initiated. It is merely a survey to determine whether it is likely that a paving project <br />would be accepted by the residents if one were initiated by the Council. If a majority of property <br />owners within a project are opposed to the improvement, City Charter allows a mechanism to <br />prevent the project from being constructed. Based upon the response of this survey, a paving <br />project may be initiated on your street. The Council has indicated that those projects with the most <br />positive response will be the fL'St ones considered for the improvement process. <br /> <br />Please fill out the enclosed survey sheet to indicate your level of interest in seeing the paving of <br />your street pursued. Return it by February 15, 1994 in the stamped, return addressed envelope <br />provided.
