Absent: None. <br /> <br />NOTE CITY COUNC]~ MEETING MINUTES <br /> <br />The Park and Recreation Commission noted the City Council meeting minutes as follows: <br />1) Alpine Neighborhood Meeting minutes dated January 2, 1997. <br />2) City Council regular _meeting minutes dated January 14, I997. <br />3) City Council public hearing and regular meeting minutes dated January 28, 1997. <br /> <br />NOTE PLANNING COMMISSION MEETING MINUTES <br /> <br />The Park and Recreation Commission noted the Planning Commission regular meeting minutes dated <br />January 7, 1997. <br /> <br />COMMISSION BUSINESS: <br /> <br />Case #1: Recommend Park Dedication for Apple Ridge <br /> <br />Mr. John Peterson of Good Value Homes is proposing the development of approximately 60 acres <br />into 147 single family homes~ This parcel, located west of T.H./347 and at the northern limits of the <br />existing Metropolitan Service Area (MUSA), will be served by City water and sewer. Mr. Peterson <br />was present at the meeting to address the Commission. <br /> <br />Mark Boos, Parks/Utilities Supervisor, informed Commission members they were being asked to <br />provide direction in the form of a motion regarding a corresponding community park related to the <br />development of Apple Ridge. Consideration items included resolution of community park issues <br />prior to preliminary plat approval since park space could be within subdivision boundaries and/or <br />explore development and utilization of park space outside the subdivision which could service Apple <br />Ridge residents (which could be as many as a couple hundred children of varying ages). Additional <br />factors to consider included the following: 1) Residents of Apple Ridge will need safe pedestrian <br />access to 153ra Avenue. 153'd Avenue will be the east/west border to border pedestrian/bicyclist <br />route in Ramsey. 2) Use of park dedication monies to acquire proposed community park land would <br />resolve needs for both the Recreation District as well as securing land for the last of five planned <br />community park sites. <br /> <br />Mr. Boos indicated Staffis in the process of negotiations with the current owner of land located to <br />the north of Apple Ridge. A creek/ditch located on the land is proposed to be used as a trail corridor. <br />In response to Commissioner Droegemueller, Mr. Boos added negotiation issues are contingent on <br />park dedication monies (approximately $126,000.00) which would be realized from development of <br />Apple Ridge.
