The Planning Commission will advise the developer and may discuss modifications <br />- all that has been done. He reiterated that normally the City Council does not even review the <br />sketch plan. The Planning Commission has not discussed the rezoning because it was thought it <br />was rezoned. He did not believe that bringing this into the MUSA automatically rezoned the land. <br />Councilmember Haas Steffen, in terms of setbacks, she felt that would have to be approved by the <br />Planning Commission. Mr. Peterson stated he could "scratch" that suggested change - he was just <br />trying to save trees. The Planning Commission recommended approval of the previous sketch plan <br />and recommended proceeding to preliminary plat approval. Councilmember Beyer stated that, <br />based on the information we received, she did not feel comfortable saying yes or no on this. <br />Councilmember Haas Steffen stated that if this Council takes no official action, Mr. Peterson can <br />take the original sketch proposed back to the Planning Commission. He has made an honest effort <br />to respond to the people. She added that she wants the sketch received tonight to go to the <br />Planning Commission and reiterated that without official action, Mr. Peterson can go back with the <br />smaller lots and she would prefer to stop that one. <br /> <br />Amendment by Councilmember Beahen and seconded by Councilmember Haas Steffen to indicate <br />the sketch plan received by the City, dated 2/25/97, would be the one to take back to the Planning <br />Commis::ion. <br /> <br />Amendment carded. Voting Yes: Mayor Gamec, Councilmembers Beahen, Haas Steffen, Beyer <br />and Zimmerman. Voting No: None. <br /> <br />Further discussion: Delores Fix, 6055 - 157th Lane NW, Ramsey, expressed concern about all the <br />children having to go up County Road #5 to find a park. We need a park in this area. Mayor <br />Gamec suggested she go to a Park and Recreation Commission meeting to discuss this. Mr. <br />Peterson stated that he has been to the Park and Recreation Commission and they recommend that <br />the park fee we will pay is about $120,000 or we could give the City six acres. They wanted <br />money first. We have been to the neighborhood, the Park and Recreation Commission, the <br />Planning Commission and now City Council and this is before we even get started. Lori Jones, <br />16000 St. Francis Boulevard NW, Ramsey, had a question about making 160th an outlet. She <br />stated they have small children and there is only one car per day that goes by her house and they <br />watch for her child. She felt that her property value will be worth nothing. The service road <br />between her house and T.H. #47 has given her some value, however, now the City is suggesting <br />400 cars drive by her house a day. She stated she would be devastated if that happens. There is <br />very little room between her house and T.H. //47 now. She asked Council and Mr. Peterson to <br />rethink that option. She felt that 160th is busy enough. Ms. Landwehr stated that the proposed <br />road on the north is her land. Mr. Peterson assured it does not go through her land. Ms. Frolik <br />noted the traffic and variance questions and asked if they could be addressed at the preliminary plat <br />stage. Traffic is usually resolved at that time. Mayor Gamec noted that progress is being made in <br />getting concerns addressed. Mr. Goodrich stated that nothing can happen unless the preliminary <br />plat is approved. The sketch plan is to give ideas. We will resolve the rezoning first. Nothing <br />will go forward without that. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beahen and Haas Steffen. Voting <br />No: Councilmembers Beyer and Zimmerman. <br /> <br />Mr. Nixt stated he understands that this development is in a "holding pattern" for now. <br /> <br />Attorney Goodrich stated in addition to what staff will research, the developer, if he chooses, may <br />submit a preliminary plat. Once that document is presented to the City, a public hearing will be <br />scheduled and anyone within 350 feet will get 10 days written and published notice. The Planning <br />Commission will hold the public hearing and will then make a recommendation to the City <br />Council.
