Dear Steve:

As requested during our meeting on Monday, January 27, 1997, we have reviewed the change
order requests and cost summaries submitted by E. H. Renner & Sons, Bacon's Electric Co. and
Specified Mechanical Systems. These requests include work that was not included in the original
contract and was not associated with determining the solution to the harmonic interference
problem.

Our evaluation of the extra work is as follows:

Bacon's letter of August 1, 1996 requesting $1,783.00. Item. B) is for control wiring,
conduit, etc. to connect to the existing supervisory controls. This wiring will change
the variable frequency drive (VFD) from a preset, lower speed to maximum speed if a
low tower level signal is received. We estimate the value of this work to be $365.00.

Bacon's invoice number 00212'78-LN dated 10/31/96 in the amount of $1,535.00. This
work included the following:

Determining the wi. ring connections required to control the chemical feed
equipment for Well No. 1.
Installing the relays, pushbutton and wiring required to interface the PLC
contacts with the VFD and the chemical feed equipment. The relays and
pushbutton were furnished by Specified Mechanical Systems.
Installing the Well No. 1 motor leads in EMT inside the switchboard to
prevent harmonics from being induced into other circuits in the
switchboard. We estimate the value of this work to be $1,095.00

Specified Mechanical Systems letter of December 13, 1996 to E. H. Renner listing
expenses of $9,022.50. The electrical supplies included three relays and a pushbutton
that were instal!ed by Bacon's. We estimate the value of this equipment to be $110.00.
