CASE #: PC 1 Addendum <br /> <br />RESULTS OF POLICE CHIEF INTERVIEW <br /> <br />By: Linda Waite Smith, Administrative Services Manager <br /> <br />The Mayor and City Council interviewed Acting Police Chief David Gustafson, the only internal <br />applicant for the Police Chief position, on April 2, 197. Formal action on his application will be <br />taken at the April 8 City Council meeting. <br /> <br />During discussion after the interview, there seemed to be consensus that if the Council approves <br />the appointment of Mr. Gustafson to the position of Police Chief, it would be with the following <br />expectations: <br /> <br />I. The appointment would be effective April 9, 1997. <br /> <br />The probationary period would be for one year with performance reviews in September <br />1997 and March 1998. <br /> <br />o <br /> <br />A work plan should be completed by the end of the 1998 budget preparation period. <br />Elements of the work plan should include, but not be limited to: <br /> <br />a. Updating the Police Department policy manual. <br /> <br />b. Developing an initial reaction plan for the Police Department to respond to <br /> emergencies, in conjunction with other responsible agencies. <br /> <br />c. Realigning work assignments in the Police Department to increase effectiveness. <br /> <br />d. Devising a plan to strengthen community oriented policing in Ramsey. <br /> <br />e. Developing a plan for regular communication between the Police Chief and the <br /> Council, and between the Police Chi&and other City department heads. <br /> <br />f. Developing a plan for the Police Chief's continuing education and training. <br /> <br />4. The posted salary range for the position was $47,890 (the minimum of the salary range for <br />the position) to $56,303 (the midpoint of the salary range for the position). The salary for Acting <br />Police Chief was set at $54,256 annually. <br /> <br />There was some discussion after the interview of keeping the salary at $54,256 if Mr. Gustafson <br />is appointed Police Chief. At that time, it was not taken into account that as an exempt employee <br />Mr. Gustafson will be eligible for a performance based pay increase from a 2% salary pool set <br />aside for that purpose. <br /> <br />One option is to establish the salary at the range midpoint ($56,303) and remove Mr. Gustafson <br />from the performance based pay pool. Another is to maintain the current salary and consider a <br /> <br /> <br />
