I
I
'1
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

MEMORANDUM

TO:

FROM:

Mayor and City Council

Jessie Hart, Finance OfflcerX~l~

DATE: April 2, 1997

SUBJECT: Approval to Operate a Raffle at the 1997 Game Fair

The attached application from Family Hope Services, Inc. is for exemption from a lawful
gambling license to hold a raffle during the 1997 Game Fair, which is held in the City of
Ramsey. City approval/denial is necessary under the State Statutes. Family Hope
Services, Inc. meets all if the requirements which allows them to remain exempt from
licensing, primarily from 'the standpoint that the value of the raffle is less than $750.00.

While the Game Fair is still a number of months away, Family Hope Services, Inc. is
currently submitting a similar application to the Gambling Control Board for similar
raffles taking place in the near furore. Submitting more than one application at a time
saves them from paying duplicate fees and requires only one background, check by the
Board, again saving money.

Approval requires nothing more than a motion followed by a letter to the Gambling
Control Board, while if the request is denied, a formal resolution would need to be
prepared stating the reason(s) for denial and submitted to the Gambling Control Board.
