Motion by Commissioner Jensen and seconded by Commissioner Deemer to enter the April t,
1997, letter of Deputy Anoka County Assessor Scott Varner into the record of the public heating.

Motion carried. Voting Yes: Chairperson Bawden, Commissioners Jensen, Deemer, LaDue,
Terry and Thorud. Voting No: None. Absent: Commissioner Holland.

Deborah Landwehr, 5821 - 159th Lane NW, Ramsey, questioned whether or not she is going to
be forced to hook up to City sewer and water and whether or not she would be assessed for the
utilities when this urban residential neighborhood develops right next to her and she is on private
septic and well.

Commissioner Deemer stated that she would not be assessed and she would not be forced to
hook up to the services. He noted that the City cannot extend City sewer beyond the MUSA
boundary.

Ms. Landwehr questioned again whether or not she could be assessed even though the utilities
are right up to her back yard.

Attorney Goodrich replied that she could not be assessed.

Ms. Landwehr questioned whether some future buyer of her home would be assessed for the
utilities.

Mr. Goodrich replied that any subsequent home owner would not be assessed.

Jim Johnson, Bolton and Menk, proceeded to review the traffic analysis impact report with the
Planning Commission and members of the audience.

Charles Johnson, 6010 - I59th Lane NW, Ramsey, feels the traffic report is simply counting cars
and not looking at the destinations of people. He feels perhaps the traffic counts are not
completely accurate because there are more people that are looking for the shortest, fastest route
to head west to take Sunfish Lake Boulevard out to Highway #10 or to get to Ramsey
Elementary School.

Ms. Landwehr questioned whether the traffic report is at ail interested in the traffic fatalities on
T.H. #47 in the last year. She has a daughter starting to drive this year and that causes her great
concern.

ADJOURNMENT

Motion by Commissioner Deemer and seconded by Commissioner Jensen to adjourn the public
heating.

Further discussion: Chairperson Bawden questioned whether the public hearing should be
adjourned. City Attorney Goodrich replied that the public hearings on the re-zonings were

Planning Commission/Public Hearing/Apple Ridge/April 1, 1997
Page 8 of 9

I
I
I
I
I
I
I
I
I
I
I
I'
I
[
I
I
I
I
I
