Voting No: None. <br /> <br />Case #6: Award Bid for Annual Pet Clinic <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to adopt <br />Resolution #97-04-071 awarding the bid for the 1997 Annual Pet Clinic to AMVET of Elk <br />Ri~;er. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen and <br />Zimmerman. Voting No: None. <br /> <br />Case #7: <br /> <br />Adopt a Resolution to Accept a Mississippi National River and Recreation <br />Area (MNRRA) Grant from the National Park Service <br /> <br />Planning Intern Skoog reported that on December 10, 1996, Council directed staff to apply for <br />funding assistance in the amount of $25,000 from the National Park Service (NPS). This <br />application was submitted in January to the Metropolitan Council, which is administering the <br />program for the NPS. A $20,000 grant was approved in March. Acceptance of this grant will <br />require the City to provide a match of $20,000 consisting of in-kind services and/or cash. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Haas Steffen to adopt <br />Resolution #97-04-072 accepting the MNRRA grant and to work with the Metropolitan Council <br />to draft a funding agreement. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Haas Steffen, Beahen and <br />Zimmerman. VotingNo: None. <br /> <br />Case #8: Amendment to Shorewood RV Development Agreement <br /> <br />City Administrator Schroeder stated that the City Attorney has advised that in the case of site <br />plan approvals, it's clear we do not have the ability to charge a transportation impact fee. <br />Subdivisions are different. We are asking Council to direct staff to amend the development <br />agreement for Shorewood RV eliminating this fee. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to direct staff <br />and the City Attorney to amend the Shorewood RV development permit to provide for the return <br />of the transportation impact fee escrow. <br /> <br />Further discussion: Councilmember Zimmerman felt it's unfortunate the City cannot collect this <br />fee. Developers are not paying their fair share and the residents do not want to have to pay. He <br />thought the developers should have to help pay for what they have caused. He hoped there <br />would be state legislation to make the developer pay for the problems they create.
