Councilmember introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #97-04- <br /> <br />RESOLUTION ADOPTING FINDINGS OF FACT # TO REZONE CERTAIN <br />PROPERTY FROM B-3 ItIGHWAY BUSINESS TO R-i URBAN RESIDENTIAL <br /> <br /> WHEREAS, the City received an application to rezone certain property in accordance <br />with Section 9.03.03 of the Ramsey City Code. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MI2NNESOTA, as follows: <br /> <br />1. That Williams Investments, Inc., hereinafter referred to as "Applicant," has properly applied <br /> to rezone certain property from B-3 Highway Business to R-1 Urban Residential. <br /> <br />That the Planning Commission conducted a public hearing pursuant to Section 9.03.03 of the <br />City Code on April I, 1997, and said public hearing was properly advertised, and the minutes <br />of said public hearing are hereby incorporated by reference. <br /> <br />3. That the property proposed to be rezoned is legally described as follows: <br /> <br />Lot 3, Block 4, Riverside West, Anoka County, Minnesota. <br /> <br />4. The total area of the property to be rezoned is approximately one (I) acre in size. <br /> <br />5. That the subject property is located in the Metropolitan Urban Service Area (MUSA) and is <br /> currently zoned B-3 Highway Business. <br /> <br />6. That the adjacent property to the north is zoned commercial and the surrounding properties to <br /> the east, west and south are zoned residential. <br /> <br />7. That the Applicant is proposing to subsequently develop the property with single family <br /> urban residential lots. <br /> <br />8. That the Comprehensive Plan targets this area for a combination of commercial and urban <br /> residential development. <br /> <br />9. That the proposed zoning amendment will not substantially adversely impair the use or <br /> market value of any surrounding property. <br /> <br />I 0.
