Based on <tiscusslon and response from the City Attorney, a motion was made by Commissioner <br />Deemer and seconded by Commissioner Terry to recomm~d that City Council appn:we the request <br />from Good Value Homes to rezone the proposed plat of Sunflower R.idgc to R-1 Urban Resid~tt/~ <br /> <br />Motion Carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Ten-y, and 3ens~. <br />Voting No: Commissioner Holland. Absent: Commissioners La.Due and Thorud, <br /> <br />The City Attorney confirmed approval of said rezoning should not be contingent upon Council <br />resolving issues related to a moratorium and its relation to the City's Comprehensive Plan. <br /> <br />In response to Commissioner Holland, Ms. Frol/k indicated passage of a moratorium would place <br />180-day hold on R-1 property zoning in order to reevaluate the Comprehensive Plan. <br /> <br />Case ~7: <br /> <br />Request for Sketch Plan Approval of Sunflower Ridge; Case of Good Value <br />~omes <br /> <br />Ms. Frolik stated that Mr. John Peterson of Good V~lue Homes is requesting sketch plan approval <br />of Sunflower Ridge located north of 153~ Avenue N.W., on the west side ofT.H. ~-47. The plat <br />consists ofapproxin~ely 20 acres. The original design included 50 sing]e ~amity residential lots, but <br />a revised sketch now proposes 44 lots, The plat is proposed to have one access from 1534 Avenue <br />N.W. City Smffrecommeads providing for future extension of streets to the north and east. <br /> <br />Commissioner Deemer ref-e, rred to the e~sting neighborhood adjacent to the proposed plat, and <br />inquired about access to the east as the area to the north is developed, Ivlr. 3'ankowski re/erred to an <br />access point along a narrow ridge in the wetlands. He added the owner to the north will not be <br />developing the land in the near future. Commission Holland responded the Commks~on needs to <br />consider possible development of the land in the years to come, as well as near future. <br /> <br />In response to Commissioner .rensen, Mr. P~erson indicated homes in Sunflower Kidge would be <br />modest in price similar to those in Kegcncy Pond ($102,000-$125,000). They would be a "notch up" <br />than those located south of the proposed plat. <br /> <br />Comn~ssione~ ~'ensen noted wetlands on the property. Mr. Peterson responded there will be te~ng <br />done and associated development criteria'determined by people specia!jzlng in this type of evaluation, <br /> <br />Commissioner Deemer inquired about the Parks & Recreation Commission response to the proposed <br />plat. Mr. Peterson clarified proposed land exchanges are in process with the property owner next to <br />the proposed plat.
