6.3 ANDOVER REQUEST FOR RESERVE FUNDS

O'Conneli stated to the Commissioners that there are wireless
communication towers going up everywhere and that no body has
spoken to the Cable Commission about it ordinance advice. O'Cormeli
noted that the Commission members should not leave it up to the city
attorneys to write the Telecommunications ordinances. He noted that
they did not have proper background to do so. He also stated that if a
City Coundl was going to go ahead and draft their own ordinances that
he suggested that they at least contact Tom Creighton for suggestions.
O'Connell noted that the memo in your Packets was that the zoning
issues should be at least read and ready to give to the city councils. He
also suggested that whomever is drafting the Telecommunications
ordinance and also use Tom as a resource.

6.4

MEREDITH CABLE REPORT
Kathi Donneliy-Cohen's report was enclosed in the packet.

ATTORNEY'S REPORT- 7

7.1

REPORT ON CONTIhN-ENTAL/U.S. WEST TRANSFER
Creighton had nothing to report.

7.2 TELECOMMUNICATIONS ORDINANCE-MODEL

Creighton spoke about drafting a model Telecommunications
ordinance. He brought in an example and also noted that this was not
an example to go by because it was under Wast'dngton Law. It was only
brought in to give the Commission members an idea of what points a
draft ordinance would address. He did note that it was similar to the
one that the League of Minnesota cities are considering. He also noted
that each city has different fees that applied and. that the. League gives
numerous choices as to what type of fees that need to be assessed.
Creighton also stated that city Attorney's might try and have the draft
refined and will charge continuing fees to look at these drafts again and
again.

MOTION was made by Jacobson, seconded by Beahen TO ADJOURN
THE MEETING.

4 ayes - 0 nays.
