I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />! <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE <br /> <br />REVIEW AND AUTHORIZE ENTERING INTO AGREEMENT WITH THE <br />MINNESOTA DEPARTMENT OF PUBLIC SAFETY, DMSION OF EMERGENCY <br />MANAGEMENT FOR THE PROVISION OF FUNDING FOR FLOOD DAMAGE AND <br />CLEAN-UP <br /> By: Jessie Hart, Finance Officer <br /> <br />Notification: <br /> <br />A copy of this agreement and case have been forwarded to City Attorney Bill Goodrich for his <br />review and comments. <br /> <br />Background: <br /> <br />You are all fully aware of the recent flooding that took place within the City's boundaries. <br />Because the City was included in what was identified as part of the disaster area, we are now <br />eligible to receive funding through the Federal Emergency Management Association [FEMA]. <br /> <br />The Minnesota Department of Public Safety is acting as the pass-through agency and has <br />provided the attached agreement that must be executed before any type of funding will be <br />received. <br /> <br />Upon authorization of this agreement, we will submit a report covering the costs that the City has <br />incurred, including sand bags, sand, staff time [Police and Public Works], equipment costs <br />[including repairs to a squad damaged by flood waters] and any other costs that fit into the <br />categories for reimbursement. <br /> <br />The cost categories are divided into two areas as follows: <br /> <br />1) Category A - Debris Clearance <br /> <br />From public roads, right of ways and property, and when determined to be in the <br />public interest, from private property may be eligible [health & safety]. <br /> <br />2) Category B - Emergency Protective Work <br /> <br />Is performed to remove or reduce immediate threats to the public, such as search <br />and rescue, warning of hazards, demolition of unsafe structures and flood fighting <br />efforts. <br /> <br />Police Chief Dave Gustafson and I will be attending a meeting on Wednesday, May 7, 1997, at <br />Brooklyn Center City Hail which will address the completion of the reports and documentation <br />pertaining to reimbursements. Because this meeting will be after the preparation of the agenda, <br />we will provide a verbal report of any new information obtained at the meeting. <br /> <br /> <br />
