Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman to <br />recommend Council approve River's Bend Park Capital Improvements and authorize staff to <br />advertise for bids for completion of the shelters for Emerald Pond and River's Bend Parks. <br /> <br />Further discussion: Councilmember Zimmerman mentioned a certain amount of vandalism is <br />done to parks and suggested that maybe neighborhoods would be interested in policing the parks. <br />Councilmember Haas Steffen expressed agreement and suggested an "adopt a park" program. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Zimmerman, <br />Beahen and Beyer. Voting No: None. <br /> <br />Case #2: Approve Police Department Budget Amendments <br /> <br />Finance Officer Hart explained that when the Finance Committee approved the purchase_ of two <br />1997 Ford Crown Victoria's as new squads at their regular meeting on March 25, it was known <br />that a budget amendment would be necessary to accomplish the entire purchase and set-up of the <br />two vehicles. Ms. Hart stated that in conjunction with this budget amendment, there are several <br />other areas that will need attention due to projected budget shortfalls and changes in the staffing <br />areas for 1997. She summarized the personnel/staffing needs, capital outlay and the budget <br />amendment/reallocation. She verified that all these amendments are within the Department's <br />budget - there is no change in the total budgeted amount. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to recommend <br />Council approve the resolution approving budget amendment for the Ramsey Police Department. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, Beahen and <br />Zirmnerman. Voting No: None. <br /> <br />Case #3: Development Fees <br /> <br />City Administrator Schroeder commented that the development fee relates to the Transportation <br />Fee discussion and that the Committee/Council has talked about the validity of such an impact <br />fee. The City currently charges $500 in one.way or another. Of the fee we have been charging, a <br />portion is directly related to sidewalk or trails. <br /> <br />Councilmember Haas Steffen felt that the City Attorney should be present to discuss this issue. <br /> <br />Mr. Schroeder stated that when the analysis was done for the impact, $99.40 per lot was directly <br />related to trails, etc. The question is what portion of that fee has validity. He talked about the <br />relation to storm water and how much of this fee is for storm water drainage. <br /> <br />Councilmember Haas Steffen stated that the City does not want to pay money back that we have <br />already collected.
