I <br />I <br /> <br /> I <br /> I <br /> I <br />! <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />MEMORANDUM <br /> <br />DATE: May 21, 1997 <br /> <br />TO: <br /> <br />Mayor and Coun¢ilmembers <br /> <br />FROM: <br /> <br />Ryan Schroeder, City Administrator <br /> <br />SUBJECT: Application to Lower Rum River Water Management District <br /> <br />The City, in conjunction with Anoka Electric Cooperative (AEC), has submitted an application <br />for the realignment of a wetland that currently encompasses the center portion of the two lots <br />located in the northwest quadrant of the intersection of Sunwood Drive Northwest and County <br />Road #116. This wetland is a severed finger of the wetland located to the northeast of County <br />Road #116 and was severed with the construction of the county road. <br /> <br />The request being submitted by AEC and Ramsey requests permission to realign the wetland to <br />allow for the development of the lot while still retaining the environmentally significant features. <br />In addition to the wetland that will be constructed on the site, the City will also be creating <br />wetland 'in the Alpine Park development. That portion of the project will result in the <br />enlargement and enhancement of a preexisting wetland in the park. This wetland mitigation, if <br />approved as requested, will allow for the development of a proposed 30,000 to 40,000 square <br />foot manufacturing facility with new wetland being recreated along the eastern border of the site. <br />A tentative client for the site has been identified and is awaiting the LRRWMO response to the <br />request before committing to the development of the site. Should the City and AEC fail to retain <br />this prospect, the site will be ready, without delay, for a future project. <br /> <br />The development of this facility will allow for both the City and AEC to recoup their <br />infrastructure investments in the two lots. This project will also allow for a positive doorway to <br />the AEC Energy Park and the future businesses that will be located in this area. <br /> <br /> <br />
