32. <br /> <br />That the use is harmonious with and in accordance with specific objectives of the <br />Comprehensive Plan. <br /> <br />33. <br /> <br />That the use is designed, constructed, operated and maintained so as to be harmonious <br />and appropriate in appearance with the existing or intended character of the general <br />vicinity and will not change the essential character of the area. <br /> <br />34. That the use is not hazardous or disturbing to existing or future neighboring uses. <br /> <br />35. <br /> <br />That the use is a substantial improvement to property in the immediate vicinity and to the <br />community as a whole relative to landfill closure without this facility. <br /> <br />36.
