i <br />I <br /> <br />I <br /> <br /> CASE # ~:~-~ <br />CHANGE ORDER TO IMPROVEMENT PROJECT #96-23/McKINLEY STREET <br /> By: Ryan R. Schroeder, City Administrator <br /> <br />Background: <br /> <br />The City of Ramsey received bids to pave an extension of McKinley Street, west of Sunfish Lake <br />Boulevard, on September 6, 1996. At that time, we needed to work out a few property <br />ownership issues which have since been resolved. Also at that time, Council directed that staff <br />work with owners of property along Azurite Street to gauge the level of interest among those <br />persons in an extension of the project to provide municipal services to Azurite. Those persons <br />fairly immediately declined inclusion in a utility project but were somewhat interested in a <br />paving project. However, we could not reach agreement on even that project. Therefore, on <br />April 8, 1997, Council awarded the bid to construct McKinley Street, absent inclusion of Azurite <br />(but for a short stub to serve a new industrial building). <br /> <br />Shortly after that action, we were contacted by one of the owners on Azurite wishing to discuss <br />the issue again. At the same time, we became aware that two of the Azurite properties had been <br />recertified into the tax increment district (having previously been removed due to the four year <br />knock down rule). Recertification occurred when we requested that the County recertify pending <br />a 1996 Azurite project, which they did. The result of this is that there is now a revenue stream <br />available for this project that we were not previously certain would be available. In addition to <br />that, we do have increments available to extend the McKinley project from its location north <br />through the Ferrum Addition (and for adjacent vacant property). <br /> <br />Given the above, we contacted the property owners by letter dated May 9, 1997, attached, <br />informing them of a new proposal for the paving, of Azurite. Essentially, increments are <br />available sufficient to cover most of the project costs. In the May 9, 1997 proposal, we have <br />asked the property owners to provide $12,000 toward the project. On May 19, 1997, Mr. Bernie <br />VeVe, one of the benefited property owners, presented us with the enclosed petition by 100% of <br />the property owners requesting the public improvement. In the petition, they are also waiving <br />the fight to the public improvement hearing in order to facilitate the timely completion of the <br />project.
