C SE # <br /> <br />PUBLIC HEARING AND LEVY OF ASSESSMENTS FOR PAST-DUE CHARGES ON <br />MUNICIPAL UTILITY BILLS AND CURRENT SERVICES RENDERED <br /> By: Diana Lund, Finance Officer <br /> <br />Background: <br /> <br />The City of Ramsey provides varying services that are billed directly to residents through the <br />municipal utility bill [via Connexus Energy] and through invoices. During 1994, the City passed <br />Ordinance #94-13 which alIows for t txe certification o f payments for current services t hat a re <br />delinquent as of September 1 of each year. <br /> <br />This is the eighth year that the City of Ramsey will be certifying delinquent payments as <br />assessments to be collected with property taxes- payable in :2004. The total of delinquent <br />payments as of the writing of this case 'was $16,392.95[which includes penalties and interest]. <br />This amount is anticipated to change after collections through September 23, 2003 are posted. <br />The new amount will be the amount to be included in the attached resolution for certification. <br />Any payments received after September 23, 2003, and through November 7, 2003, will be <br />indicated as "prepaid" when the list is transmitted to Anoka County for certification. <br /> <br />Attached is the resolution certifying the d etinquencies a nd t he most current list o £ delinquent <br />billings. <br /> <br />Council Action: <br /> <br />Hold public hearing and then motion to adopt Resolution #03-09-XXX Adopting Assessments <br />for Past-Due Charges on Municipal Utility Bills [Which May Include Water, Sewer, Street <br />Lighting, Recycling, Storm Water Charges and Penalties Incurred] and Current Services <br />Rendered. <br /> <br />Reviewed By: <br /> <br />City Administrator <br />Finance Officer <br /> <br />CC: 09/23/03 <br /> <br /> <br />
