CASE #: ~ <br /> <br />AUTHORIZING THE RELEASE OF THE DRAFT HIGHWAY 10 ALTERNATIVE URBAN <br />AREAWIDE REVIEW (AUAR) FOR COMMENTS AND REVIEW. <br /> By: Patrick Trudgeon, AICP, Assistant Community Development Director <br /> Brian Olson, P.E., Assistant Public Works Director <br /> <br />Background: <br /> <br />The Minnesota Department of Transportation (MnDOT) conducted a Hwy. 10 Inter- <br />Regional Corridor study in 2002 that outlined the deficiencies and needs of the Hwy. 10 <br />corridor through the next 20+ years. Several alternatives were identified in the IRC <br />study, including realignment of the existing corridor. In an effort to preserve all of the <br />options presented in the IRC study, the City has taken an active interest in preserving the <br />corridor as much as possible until such time funding is available. <br /> <br />The combination of transportation and land use factors currently facing the Hwy. 10 <br />corridor creates an immediate need for the City to explore tools for transportation <br />management, right-of-way preservation, and further land use planning. In order to begin <br />the process of studying the Highway 10 corridor and become eligible for funding that will <br />preserve and/or purchase property within the Hwy. 10 corridor, the City initiated the <br />Hwy. 10 AUAR on June 24, 2003. <br /> <br />Due to the need to preserve the land included in this AUAR, the City adopted a six month <br />moratorium on the affected land. This moratorium became effective on August 22, 2003 <br />and is scheduled to expire on February 22, 2004. <br /> <br />The AUAR will evaluate several tools that could be potentially used to preserve and <br />protect t he H wy. 1 0 corridor. These tools include official mapping, r ezoning, o r land <br />use/policy planning focused on the TH 10 corridor. <br /> <br />The following items are part of the case: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Hwy. 10 Draft AUAR document. <br />Resolution authorizing release of HWY. 10 Draft AUAR. <br />Schedule of activities <br />Letter to the property owners along Hwy. 10 <br /> <br />Observations: <br /> <br />As the Hwy. 10 AUAR document will explore alternatives on how to preserve the Hwy. <br />10 corridor and does not contemplate the actual construction of a new highway, many of <br />the items for review contained in the AUAR do not apply at this time. There will need to <br />be much more environmental review conducted prior to actual design and construction of <br />a new Hwy. 10. However, the AUAR should provide the level of environmental review <br />necessary for MnDOT to create an official map of the future corridor. <br /> <br /> <br />
