station and travels to downtown Minneapolis eight times each weekday morning and <br /> returns in the evening. Mn/DOT reported in October 2002, that average daily <br /> ridership was at 60 percent, or 550 passengers. This level of ridership surpasses <br /> preliminary projections. <br /> <br />· Ramsey Town Center Multimodal Park and Ride Facility--Mn/DOT will open a <br /> transit park-and-ride stop in Ramsey on a line from Elk River to Minneapolis within <br /> approximately 12 months. This site will serve the Ramsey Town Center until the <br /> Northstar Commuter Rail begins operation. At that time, it is planned that a <br /> permanent transit park-and-ride stop that would serve the Northstar Commuter Rail <br /> line and other forms of transit would be built. Both of these locations are shown on <br /> Exhibit 2'. Proposed Ramsey Town Center Site Plan. <br /> <br />· Northwest Metro Corridor and River Crossing Study-Mn/DOT, Anoka County, <br /> and Hennepin County, are currently studying the possibility of a new Mississippi <br /> River crossing between Ramsey and Dayton. The proposed new river crossing would <br /> connect to TH 10 just west of Armstrong Boulevard. <br /> <br />· CSAH 116-The City of Ramsey and Anoka County are also studying the potential <br /> for CSAH 116 to connect with TH 10 southwest of the current CSAH 116 terminus at <br /> Armstrong Boulevard. CSAH 116 is an east-west roadway that functions as a reliever <br /> to TH 10. <br /> <br />Anticipate the Continued Growth of Ramsey and the Surroundin.q Area <br />The Twin Cities Metropolitan Area grew by over 350,000 people from 1990 to 2000- <br />faster than any other decade in the area's history. While the entire area is growing, a <br />large share of the growth is taking place in the northwestern Metropolitan Area- <br />(including in Sherburne County, which borders Anoka County to the west and is one of <br />the three fastest growing counties in Minnesota). The TH 10 CMP concluded that there is <br />currently no reserve capacity on the existing roadway to accommodate additional <br />development in Ramsey. Without additional highway capacity, traffic generated by <br />future development will cause significant peak-hour delays.
