The City held a workshop (on July 24, 2003) prior to publication of the Draft AUAR. The <br />workshop was an informational forum where Ramsey shared their proposed action with <br />TH 10 stakeholders before this documentation was finalized and published. Topics that <br />were covered during the workshop included: <br /> <br /> · Discussion of how tools such as zoning and official mapping are appropriate <br /> actions at this time to help ensure the longer-term vision for TH 10, as well as <br /> furthering regional transportation goals; <br /> <br /> · Overview of right-of-way preservation tools, including official mapping; <br /> <br /> · Overview of the Right-of-Way Acquisition Loan Fund (RALF) -see below for <br /> more information on this program; <br /> <br /> · Bus tour, visually demonstrating the need to address access along TH 10 in the <br /> study area; <br /> <br /> · Afternoon discussion on the following topics: <br /> Engineering and Traffic <br /> <br /> Planning and Social/Environmental Impacts <br /> Right-of-Way and Property Owners <br /> Public Process, Policies, and Funding <br /> <br />Additional agency and public comment on this AUAR will be obtained during a 30-day <br />comment period after notification in the Environmental Quality Board Monitor of the <br />document's availability for review. <br /> <br />Proposed Action - Identify and Preserve Future TH 10 Right-of-Way <br />Based on consideration of the background and analyses above, the City of Ramsey, in <br />partnership with Mn/DOT, Anoka County, and the Metropolitan Council proposes a <br />proactive approach to identify and preserve future TH 10 right-of-way. While the City <br />recognizes that there are many more steps needed to determine long-term TH 10 design <br />decisions, it also supports the above-referenced access management guidelines and will <br />support many interim, or shorter-term actions pointing toward a major upgrade of TH <br />10. <br /> <br />Interim R(qht-of-Way Preservation Measures--lncludinq the Recommended Official Mapping, <br /> <br />Current Moratorium, Zoning, and Access Management <br />Interim right-of-way preservation measures may include access management, developer <br />agreements, tax abatements, rezoning, moratoria, or official maps to protect lands. Such <br />tools can allow business owners to continue operation for a time and provide temporary <br />assurances, without an ironclad commitment to go forward. These measures require <br />minimal direct cash outlays, although they show intent and are often steps toward <br />property acquisition. <br /> <br />Official Map Recommendation-- Based on the analyses above, current conditions, and <br />the need for sound land use and transportation planning, the City of Ramsey ultimately <br />recommends the establishment of an official map along TH 10.
