While state law does not require notification of the official map to property owners <br />affected, City of Ramsey staff and policy leaders believe it is important to involve <br />property owners and make them aware of this process well in advance. The <br />Tinklenberg Group will continue to provide assistance in this regard to ensure accurate <br />and consistent information is provided to you as a property owner, and is available to <br />you as a resource for information. <br /> <br />There have been no official actions taken at this time to move forward with official <br />mapping. This information is being shared with property owners along the TH10 <br />corridor as an update regarding findings of current studies and progress of planning <br />activities. Upon completing the formal review process for the AUAR, recommendations <br />will be presented to the City Council in November of this year. Property owners will <br />continue to receive updates prior to any official actions being taken. <br /> <br />Currently, the City of Ramsey approved a 6-month moratorium in the area north of <br />TH10 between the city boundary with Anoka to the east, and Armstrong Boulevard to <br />the west. This development moratorium was introduced at the July 8 council meeting <br />and later adopted at the July 22 meeting. The moratorium officially went into effect <br />August 25 for a six month period ending in February 2004. The moratorium prohibits <br />only new or expanded development in this area; it does not preclude property owners <br />from making improvements such as landscaping, paving or interior/exterior <br />enhancements. The moratorium allows time for planning activities currently underway <br />to be completed and is essentially a business decision on the part of the City to <br />minimize the risk of approving development that could preclude future transportation <br />improvements as a result of future increased right of way costs. <br /> <br />City Council members and staff have expressed a strong desire not to extend the <br />moratorium for more than six months and recognize the need to provide timely and <br />accurate information to the public. The Tinklenberg Group is committed to ensuring this <br />work is completed during the six months and is available to answer any questions <br />property owners may have or to further explain these activities. <br /> <br />It is important to note that the City of Ramsey has received tremendous support at the <br />state, regional and local level to continue pursuing opportunities to advance projects in <br />the THIO corridor. Representatives from organizations at these levels have been <br />involved in this process and are in agreement that the current approach is in fact a step <br />in the right direction.
