Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #03-09- A RESOLUTION APPROVING THE ISSUANCE OF AN INTERIM USE PERMIT TO SCOTT AND CARRI EDGERTON, BASED ON FINDINGS OF FACT #0 , AND DECLARING TERMS OF PERMIT TO MAINTAIN TWO MAIN BUILDINGS AT 7031 173aD AVENUE N.W. FOR A TEMORARY PERIOD OF TIME. WHEREAS, Scott and Carri Edgerton have properly applied for an Interim Use Permit to maintain a two dwellings, for an interim period of time, on the property generally known 7031 i73rd Avenue N.W. and legally described as follows: The south 330 feet of the east 660 feet of the Southwest Quarter of the Southwest Quarter of Section 03, Township 32, Range 25, Anoka County, Minnesota. ("Subject Property"). WHEREAS, the Planning Commission met on September 15, 2003, conducted the public hearing and recommended City Council approval of the request; and WHEREAS, Section 9.03.05 of the Ramsey City Code states that the recommendation of the Planning Commission shall not be presented to the City Council sooner than 10 days after the final action of the Planning Commission; and WHEREAS, the City Council is not be eligible to take action on the Applicants request until October 14, 2003; and WHEREAS, weather conditions conducive to installation of footings and foundation for the new dwelling are a conc. ern at this time of year; and WHEREAS, the City is interested in advancing the construction of the new dwelling in order that weather conditions to not place an extensive delay on the demolition and removal of the existing homestead. NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1. The City Council hereby waives the 10 day waiting period between Planning Commission and City Council action on the Applicant's request for an Interim Use Permit ("Permit"). 2. Based on Findings of Fact # , a Permit to maintain two dwellings on the Subject Property is hereby granted to Scott and Carri Edgerton ("Permittees").
