Absent: None. <br /> <br />Case #6 <br /> <br />Request for Site Plan Review; Case of Basalt Properties, LLP <br /> <br />Principal Planner Tmdgeon advised that Basalt Properties, LLP is proposing to construct two <br />buildings; an 11,200 square foot building and a 16,800 square foot building, both of which will <br />house office, storage, and industrial activities. The site is currently zoned E-1 and the proposed <br />uses are permitted uses within the District. He indicated the northern building meets the front- <br />yard setback of 35 feet and the side yard setback of 20 feet. The rear yard setback for Building B <br />is 26 feet, which is less than the required setback of 35 feet. He added the site is located on the <br />comer of Basalt Street and 151st Avenue. Building A will have access to its parking lot from. <br />141st Avenue..Building B will have access to their parking lot from Basalt Street. He indicated <br />both buildings will have a.shared access from Basalt Street for a truck 'maneuvering area. The <br />proposed access is shown to be 50 feet wide. He stated Staff feels that this is too wide and would <br />like to discuss on reducing the width of the access with the applicant. <br /> <br />Motion by Commissioner Johnson, seconded by Chairperson Nixt, to recommend that the City <br />Council grant approval of the proposed site plan contingent upon compliance with City Staff <br />Review Letter dated August 29, 2003, the rezoning of the subject property to PUD, approval of <br />the Basalt Properties final plat, and the developer entering into a development permit, as well as <br />the stipulation that used shall be conforming with uses for an E-1 Employment District. <br /> <br />Motion carried. Absent: None. <br /> <br />Case #7 Request for Site Plan Approval of Plants and Things Accessory Building; <br /> Case of Larry Hickman <br /> <br />Principal Planner Trudgeon advised that Larry Hickman has submitted a site plan proposing to <br />develop an 1,800 square foot accessory building for storage for his Plants and Things business. <br />The site is located along U.S. Highway 10 and is adjacent to the Plants and Things commercial <br />operation. He indicated the parcel presently has a vacant house located On the property. Mr. <br />Hickman has indicated to Staff that he plans to eventually use the existing house as offices. Per <br />direction of City Staff, the two lots will be combined at the County into one tax parcel. He <br />further stated the two parcels, when combined, will be 11.85 acres in size and zoned B-2 <br />Highway Business. Plants and Th/ngs is an existing indoor/outdoor furniture and plant sale <br />facility with outdoor displays, which is a permitted use in this zoning district. <br /> <br />Principal Planner Trudgeon advised the City Council recently adopted a six month moratorium <br />on development of properties located north of the Highway 10 corridor. The moratorium took <br />effect on August 25, 2003 and will expire February 25, 2004. He indicated this application was <br />received on August 8, 2003 and therefore, the proposal is not subject to the moratorium. He <br />stated commercial structures that have a use that is accessory to the principal use are permitted, <br />but under City Code, such use shall not exceed 30% of the gross floor space of the principal use <br /> <br />Planning Commission/September 4, 2003 <br /> Page 10 of 22 <br /> <br /> <br />
