Final Plat approval of Town Center, Ramsey Town Center LLC and the City entering into <br />a Development Agreement, the City and PACT Charter School entering into a <br />Development Agreement, and the appropriate securities and fees have been paid. For <br />additional work to commence, the Town Center Zoning District must be approved, the <br />Town Center Development Guidelines adopted, and the Conditional Use Permit approved <br />by the City. Further review of the site plan may be required if these documents change <br />substantially. <br /> <br />Recommendation: <br /> <br />As previously mentioned, the PACT Charter School is the first development in the Ramsey <br />Town Center. Thus, this development will set the standard and tone for future reviews. Staff <br />believes very strongly that the Town Center Zoning District and Design Guidelines must be <br />adhered to the greatest extent possible. It concerns Staff that the first development in the <br />Town Center cannot comply, with all of the standards envisioned for the Town Center. This <br />thought .is tempered by the fact that the City is reviewing an educational facility and not'a <br />commercial enterprise and the fact that the Applicant has modified his plan to conform to the <br />Guidelines where possible as directed by Staff. <br /> <br />Therefore, Staff recommends approval of the Site Plan for the PACT Charter School <br />contingent on the following: <br /> <br />a) Compliance with City Staff Review Letter dated September 12, 2003, Revised <br /> September 19, 2003. <br />b) Approval of the final plat of Town Center Addition. <br />c) The Applicant entering into a Development Agreement with the City. <br />d) Final approval of the Town Center Zoning District. <br />e) Final approval of the Town Center Development Guidelines <br />f) Approval of a Conditi6nal Use Permit as required by the Town Center Zoning <br /> District Ordinance. <br /> <br />Council Action: <br /> <br />Motion to approve the proposed site plan for the PACT Charter School contingent upon <br />compliance with the following items: <br /> <br />a) <br /> <br />b) <br />c) <br />d) <br />e) <br />f) <br /> <br />Compliance with City Staff Review Letter dated September 12, 2003, Revised <br />September 19, 2003. <br />Approval of the final plat of Town Center Addition. <br />The Applicant entering into a Development Agreement with the City. <br />Final approval of the Town Center Zoning District. <br />Final approval of the Town Center Development Guidelines <br />Approval of a Conditional Use Permit as required by the Town Center Zoning <br />District Ordinance. <br /> <br /> <br />
