PACT Charter School
P~'oject Narrative

Academic Investments, Inc. is proposing to finance, develop, construct and lease a new
K- 12 school facility to the PACT Charter School. The following is a brief description of
the two parties.

Academic Investments~ Inc.
While Academic Investments, Inc. (A.I.I.) is a relatively new corporation,
its founding members have over a 60-year history in the field of designing,
constructing and leasing facilities.

PACT Charter School
Now in its tenth year.of.operation, the PACT (Parents Allied with
Children and Teachers) Charter School is a public school under the taws
of the State of Minnesota. It has experienced solid growth over its histo~,
and looks forward to serving the parents and'students in the Ramsey and
Anoka area.

Architectural Design Approach
The design team (TSP Architects, Alliant Engineering, Amcon Construction), with input
fi'om Ra.msey Town Center LLC and their consultants (Close Associates, URS, and ESG
Architects) has worked diligently to design a facility that will perform for the PACT
Charter School for years to come. The proposed 71,350 square foot, two-story facility is
located at the southwest comer of Ramsey Boulevard NW and East Ramsey Parkway.
The 5.35 acre site is located on the easternmost edge of the TC-3 District. The school has
been designed to accommodate approximately 560 students from kindergarten through
12th grade.

The design team applauds the efforts behind the Ramsey Town Center, and trust that the
design solution for the school is appropriate for the overall development. The design
team has implemented the guideline recommendations for the design of the school
building as well as the site planning m~d landscaping.

Although the project budget is very tight from a cost and time standpoint- as most school
projects are - the design team has created a design solution that:

Works well with the site. The challenges for the site are issues such as
dedicated bus drop-off areas, dedicated vehicular drop-off areas,
segregated parking for school staff, students, school volunteers and
visitors, four distinct school entrance points, a main entrance with security
provisions, off~site athletic facilities, and on-site tot lot and playground.

Is sensitive to the surrounding community. The building is designed
with an understated exterior skin of architectural precast concrete panels
