Final Plat: Ramsey Town Center Addition <br />September 16, 2003, Revised September 19, 2003 <br />Page 2 of 4 <br /> 4. Lots. The submitted plat sh~ws five lots being created. The approved preliminary <br /> plat only allowed for three lots. (Lot 1, Block 1; Lot 1, Block 2, Lot t, Block 3). The <br /> final plat shows Lot 1, Block 4 and Lot 1, Block 5, that were not part of the <br /> preliminary plat approval. These lots must be removed from the final plat. These lots <br /> will need to follow the normal platting procedure. As referenced in the Engineering <br /> Department's Review Letter, Lot 1, Block 2 (the temporary Park-and Ride site) <br /> should be removed from the plat since the State, City, and the RTC would like to <br /> discuss locating the Park and R/de facility in a permanent location.' Lot 1,~Block 1 is <br /> located adjacent Ramsey Blvd. and north of the proposed Sunwood Drive and is the <br /> proposed location of the P.A.C.T. Charter School. Prior to any development on this <br /> lot, a site plan will need to be approved. It is expected that a site plan will be <br /> considered in the near future. Lot 1, Block 3 is the existing C.ity well house and is <br /> now shown as a lot as directed by the preliminary plat review. Lot 1, Block 3 should <br /> now be called Lot 1, Block 2 due to the remox, al of the temporary Park and Ride lot. <br /> <br />o <br /> <br />Access and Streets. The proposed plat shows right-of-way being created for the <br />major roads contained in the Town Center Plat. Please refer to the Engineering <br />Department's Review Letter for comments related to the street plans. <br /> <br />Physical street widths range from 34 feet up to 66 feet wide for two-way traffic. The <br />right-of-ways for these streets range from 50 feet to 90 feet. Street widths for the one- <br />way streets are 27 feet (which includes an eight-foot parking lane) with the right-of- <br />ways going up to 120 feet around the central green corridor. <br /> <br />A traffic study was conducted as part of the Town Center AUAR. The street sizes <br />have been created in accordance with the need outlined in the AUAR. Full buildout <br />will require traffic improvements off-site of the Town Center. Specifically, additional <br />thru and turn lanes will need to be constructed on the _County Roads surrounding the <br />Town Center. In addition, traffic signals will need to be installed at the major <br />intersections into the Town Center. Responsibility of the costs for these <br />improvements are currently part of the proposed development agreement. The final <br />plat shows additional right-of-way being created along Ramsey Blvd. in anticipation <br />of a future interchange onto Highway 10. <br /> <br />The preliminary plat shows three accesses from Hwy. 116 into the Town Center <br />(Zeolite St., Town Center Dr., and Rhinestone St.). The plat also shows three <br />accesses onto Ramsey Blvd. (East Ramsey ParkWay, Sunwood Drive, and the Civic <br />Center Drive emergency access) and two accesses onto Armstrong Blvd. (Sunwood <br />Drive and West Ramsey Parkway). Staff and the developer have had several <br />meetings with County officials regarding these accesses. During these meetings, <br />County officials have indicated that the accesses shown would be acceptable, but <br />County permits would be needed for the access. Attached is a letter sent by Staff <br />requesting confirmation on the County's position on the road accesses. To date, the <br />City has not received a response from the County. <br /> <br />6. Lot Size and Dimensions. Lot 1, Block 1 is proposed to be 5.35 acres and Lot 1, <br /> Block 3 (City well house ) is a 0.29 acre parcel. Both lots exceed the proposed <br /> <br /> <br />
