ADOPTION OF THE TOWN CENTER ZONING DISTRICT By: Patrick Trudgeon, AICP, Assistant Community Development Director Background: City Staff along with the Town Center Task Force and Planning Commission have been working on a new zoning district for the Ramsey Town Center during the past year. The new district, entitled Town Center Zoning District will cover the area to be developed as the Ramsey Town Center. The Town Center Zoning District will govern the type and intensity of uses within the Ramsey Town Center development. The following items are enclosed: a) b) c) Proposed Town Center Zoning District Ordinance Proposed Town Center Sub-Districts Map (Color copy included in packet) Draft Town Center Development Guidelines Notification: The Planning Commission previously held a public hearing on the language at the May 1, 2003, June 5, 2003, and July 10, 2003 Planning Commission meetings. Observations: On July 22, 2003, the City Council introduced the Town Center Zoning District Ordinance. As the City has just recently entered into a Master Development Agreement with Ramsey Town Center LLC and will be considering the Final Plat of the Town Center, Staff would like bring forward Town Center Zoning District for potential adoption. As has been mentioned in the P.A.C.T. Charter School discussion, Staff was directed by the Planning Commission to created the TC-3a sub district that would only allow for educational facilities. This was recommended due to the unique nature of a school and the difficulty of applying every standard contained in the current TC-3 District to a school. Due to the busy week, Staff has been unable to draft exact language for the new TC-3a District but will present draft language at the City Council meeting. Staff has included the previous draft of the whole Town Center District for review. The Town Center Zoning District refers to Town Center Development Guidelines. The latest draft of this document is included for your information.
