Overview <br />Balancing the realities of car-related <br />necessities (streets, parking and so on) <br />with future transit service and the <br />desired character of the Town Center is <br />a significant challenge. Providing <br />adequate parking, both quantity and <br />location, is the goal, while at the same <br />time promoting new strategies to <br />support the overall needs of the Town <br />Center. <br /> In shod, parking will be provided <br />through a thoughtful combination of on- <br />street spaces, off-street surface lots, <br />underground lots (to serve residential) <br />and structured ramps to serve the mix <br />of uses at the core. <br /> The regional character of the <br />perimeter streets (Ramsey, Armstrong, <br />and Bunker Lake) is respected with <br />regard to ensuring adequate capacity for <br />regional traffic movement through the <br />use of design parameters (lane width, <br />turning radii, and so on) that respond to <br />Anoka County standards, while <br />redesigning these ~streets to contribute <br />to the walkable nature of the Town <br />Center district. Similarly, Sunwood Drive <br />and are designed to State <br />Aid standards and are elements of the <br />regional system at the municipal level. <br /> The local and regional streets that <br />make up the Town Center district are <br />being designed and implemented <br />through a multi-agency approach that <br />involves the City, Anoka County, the <br />Metropolitan Council, and the Minnesota <br />Department of Transportation. <br /> <br />Guideline Recommendations <br />Parking guidelines encourage new development to address the following: <br />· Locate off-street surfac~ parking lots away from the major streets, either behind or <br />to the side of primary buildings <br />· Provide a combination of fence, landscape; landform to screen parking facilities <br />· Create strategies for shared parking between adjacent uses <br />· Provide alternative surfaces for secondary (less frequently used) parking areas <br />JncJuding porous pavements, green pavements and so on <br />· Provide facilities to respond to / connect with future transit service in order to <br />reduce required parking <br />· ~ Work with the City to refine parking standards (quantity, hours for on-street, etc.) <br />· Parallel parking shall be provided on public and private streets throughout <br />· Town Center uses should minimize the use of surface lots <br />· Use of alternative materials for parking surfaces are encouraged <br />· Parking areas should have incorporated landscape elements <br /> <br />Examples <br />Parking lot screening <br />Alternative surfaces for parking lots <br />Connections to proposed transit service (shelters...) <br />Structured parking with liner stores (good examptes of structures) <br /> <br /> <br />
