CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a special session on Tuesday, September 16, 2003, at the <br />Ramsey Fire Station Number I, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Todd Cook <br />Councilmember David Elvig <br />Councilmember Patti Kurak <br />Councilmember A1 Pearson <br />Councilmember Sarah Strommen <br />Councilmember Jerry Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator, James E. Norman <br />Assistant City Administrator Heidi Nelson <br />Finance Officer Diana Lund <br />Director of Public Works/Fire Chief Dean Kapler <br />Assistant Community Development Director Patrick Trudgeon <br />Assistant Director o'f Public Works Brian Olson <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the special session of the City Council to order at 7:05 p.m. and called upon <br />Councilmember Strommen to lead in the pledge of allegiance. <br /> <br />SPECIAL SESSION TOPICS FOR DISCUSSION <br /> <br />Councilmember Kurak abstained from discussion. <br /> <br />1) Town Center Development Agreement <br /> <br />City Administrator Norman explained that a great deal of consultants have been working on <br />drafting a development agreement since June and the Council during that time have been <br />presented with different versions of the document. The Council was presented with the most <br />recent version of the development agreement for their review as well as a memorandum from <br />Tom Bray, the lead attorney for the City during the negotiations, highlighting each of the areas in <br />the development agreement. <br /> <br />City Council Special Meeting/September 16, 2003 <br /> Page 1 of 11 <br /> <br /> <br />
