Councilmember Backous suggested the City reject the lease offer outright. <br />Councilmember McGlone reminded the City has not presented the seller with a purchase <br />agreement, and it can be written in a manner satisfactory with the City. He noted he takes issue <br />in dealing with the pieces already purchased by the City, and adding on second and third pieces. <br />Acting Mayor Wise asked Development Manager Lazan if the property is worth acquiring. <br />Development Manager Lazan answered there is a lot of opportunity with this property. Highway <br />10 is not going to move, so this property can be looked at in a different light. <br />Consensus was reached to direct the City Attorney to go forward with the purchase agreement, <br />offering a five -year standard lease with option to renew the standard lease. <br />Acting Mayor Wise stated he prefers to leave the City completely out of any negotiations with <br />the property and stay completely separate since the circumstances and the market changed. <br />Councilmember Tossey agreed. <br />Councilmember Elvig indicated this should come back for discussion to a full Council Work <br />Session. <br />Acting Mayor Wise questioned when the circumstances did change. <br />Public Works Director Olson explained the timeline of events, which led to the current situation. <br />Acting Mayor Wise pointed out the City has already removed properties in an effort to be <br />proactive. As such, the City has suffered a loss in tax base and staff hours. <br />Deputy City Administrator Nelson explained the City was reacting to the transportation plan, <br />drawn by the County. This is a policy issue. The solution to the current policy issues most <br />likely will not be reached in time to meet the timeline needed to resolve this issue. Some <br />conversation does need to happen between staff and State representatives. <br />Motion by Councilmember Elvig, seconded by Councilmember Tossey, to authorize the City <br />Attorney to move forward with the five -year standard lease, and discuss with Mr. Bialon the <br />possibility of a policy shift. <br />Further Discussion: Councilmember McGlone mentioned he might not have voted as he did <br />previously in the case with the changes that have taken place since then. <br />Motion carried. Voting Yes: Acting Mayor Wise, Councilmembers Elvig, Tossey, Backous and <br />McGlone. Voting No: None. Absent: Mayor Ramsey and Councilmember Jeffrey. <br />5.
