Observations: <br /> <br />.The initial issue to be resolved is whether or not the City has the legal authority to place a <br />closure date on grandfather rights to operating standards. City Attorney Goodrich <br />indicates that he will be prepared to make a report to Council on June I0. If he <br />determines that the City doesn't have the legal authority, then Julieann and Doug Hills' <br />request for an extension to the deadline is moot and the City can proceed to inform all <br />non-confo _rming commercial properties of this determination. If the City does have the <br />authority to set a compliance deadline on non-conforming operating standards, then City <br />Staff will place the Hills' request on the June 24 Council agenda to review the financial <br />records of the property as it relates to the estimated cost of the site improvements. <br />Council can then make a decision as to whether or not an extension will be granted and <br />for how long. <br /> <br />Some of the more general correspondence received from Juliearm and Doug HilIs with <br />their request for extension is enclosed for your information.
