LETTER OF EXPLANATION FOR EXTENSION APPLICATION <br />Douglas and Julieann Hills <br />7443 West Highway 10 <br /> Ramsey, MN 55303 <br /> April 25, 1997 <br /> <br />Penny Curtis, the IicCnsing representative who in 1983 and 1984 worked for the City of <br />Ramsey, dispensed licensing and zoning information, explained to us that we had <br />grandfather rights and what those rights were. Penny Curtis, the representative who <br />signed automotive dealer's licenses, now Penny Ott, left Ramsey's employment <br />December 1992 and now lives in Arizona. <br /> <br />The office of Zoning Community Development Coordinator didn't even come into <br />existence until September 24, ! 984 and we purchased our property June 15, 1984. The <br />coordinator was Arm Norris, who thereafter was responsible for dispensing the licensing <br />information. Ann Norris left Ramsey August 3,1988. <br /> <br />Mark Banwart started in Ramsey November 1, 1988 and left July 20,1990. <br /> <br />Penny Curtis, when we inquired about our grandfather rights, told us the information <br />freely and immediately and did not have to ask or confer with anyone else, so therefore, <br />she was the person in charge of dispensing the City of Ramsey's information <br />(Ipso Facto). <br /> <br />In 1983 we moved on to the property at 7445 Highway 10 and rented the farm house <br />including approximately two acres for $600.00 per month from Ernest Honebrink. Ernie <br />told us tb.e property and buildings were commercial and grandfathered automotive. We <br />talked to the city of Ramsey regarding the grandfather rights of 7445 Highway I 0. Penny <br />Curtis working in the city licensing department confirmed that we did have grandfather <br />rights on this property. <br /> <br />In 1983 we sub-leased part of our two acres and a small office to Rainbow Motors for <br />$400.00 per month until December 1984. Thereafter, they moved to our steel building <br />until the spring of 1985. After living there for a year, Ernie wanted us to buy the property. <br />We were interested since we felt we could lease part of the property out for a used car lot <br />as there was already a body shop operating on the adjoining property, which was part of <br />the 3.8 acres Ernie wanted us to buy.
