I ! I I I I I I I I I I I I I I I I I ADOPT ORDINANCE ESTABLISHING A SIX MONTH MORATORIUM ON THE SUBDIVISION OF LAND WITHIN A PART OF THE CITY AND REZONING By: William K. Goodrich, City Attorney Background: On May 27, 1997, the City Council introduced an interim ordinance placing a moratorium for six months on the subdivision and rezoning of all land within the City, excepting only industrial/commercial property located within the MUSA. This ordinance is now presented for adoption and if adopted this evening it would be published on June 13, 1997 and become effective July 13, 1997. The first 30 day interim moratorium ordinance regarding subdividing was adopted on April 8, 1997 and expires on June 11, 1997. That ordinance provided an option for an extension by the Council, which extension can be done by resolution. Such an extension is necessary to fill the gap between June 11, 1997 (the expiration date of the 30 day interim moratorium ordinance) and July 13, 1997 (the effective date of the six month interim moratorium ordinance). The extension resolution may exclude any property the Council determines appropriate. It is staff's understanding that the Apple Ridge subdivision is to be excluded so that it can be acted upon prior to July 13, 1997 and therefore the extension resolution has been drafted accordingly.
