Rosemount, MN; HKGi assisted the City of Rosemount (population <br />9,000) with the updating of its Comprehensive Plan. This is the third <br />generation comprehensive Plan that Fred Hoisington has assisted the <br />City with drafting. Rosemount is a very diverse City, having a downtown <br />with nearby residential neighborhoods plus large expanses of rural- <br />residential and agricultural land. Here the conflicts were urban/rural in <br />nature warranting a sensitive response to residents with truly differing <br />perspectives. This plan includes land use, transportation, environmental <br />protection, housing, economic development, public services and <br />implementation elements. <br /> <br />Luverne, MN; Luverne is a rural center in southwestern Minnesota <br />(population 4,382). In this City, the primary issues included economic <br />development, heritage preservation, annexation, downtown revitalization <br />and the resolution of rural/urban conflicts. The process included three <br />public forum sessions to formulate community goals and a vision for <br />the future. Feedlots were a significant issue in Luverne. <br /> <br />Ramsey County, MN; Economic Development Planning. HKGi <br />recently conducted economic development workshops for all of Ramsey <br />County's City Administrators and Economic Development Directors. <br />This was a goal setting process which was intended to build a consensus <br />on economic development and lead to the formulation of a County- <br />wide economic development policy plan. Agreement was reached, in <br />particular, about how tax increment financing should be used by <br />constituent cities. <br /> <br />Virginia, MN; Comprehensive Plan. HKGi is currently assisting the <br />City of Virginia (population 9,410) with the updating of its Comprehensive <br />Plan. The Virginia project provides a clear example of the strategic <br />nature of Comprehensive Planning. HKGi prepared a detailed profile <br />of the community. This profile illustrated many critical issues. Among <br />the key strategic issues facing Virginia are a declining population and <br />employment base, a shift in population to older age groups, the need for <br />economic diversification, and significant amounts of municipal revenue <br />from non-local sources. The Comprehensive Plan was used to address <br />these and other critical issues using a strategic planning approach. As <br />part of the planning process, HKGi conducted four town meetings. <br /> <br />Hoisington Koegler Group Inc. <br /> <br /> <br />
