I <br />I <br />I <br />I <br />I <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Case 3: <br /> <br />Highway #10 Redevelopment Plan Second Section <br /> <br />At the last meeting, the Commission completed the first section of the Highway #10 <br />redevelopment plan. The EDC has now decided to move to the next section wkich will entail the <br />area between Armstrong Boulevard Northwest (County Road g83) and Ramsey Boulevard <br />Northwest (County Road g56). The study area will extend on a north-south access from the <br />Mississippi River to 149th Avenue Northwest line. As requested by the Commission, Mr. <br />Gromberg provided a map of this section of Highway #10 Northwest. <br /> <br />Mr. Gromberg then proceeded to provide the following description of the area. The north side of <br />the Burlington Northern Raikoad Tracks is a prime area for future industrial/commercial <br />development. The area directly abutting Highway gl0 along the northside presents some <br />interesting development concerns. This area becomes to narrow for development prior to <br />reaching an intersection with Armstrong Boulevard Northwest. The Commission will need to <br />decide how this will be handled and if it makes sense to create a service road and a terminus for <br />that road. It this is the case than the City may want to review the possibility of acquiring the <br />more narrow areas for the future possible expansion of Highway gl 0 corridor. <br /> <br />On the south side of the Highway gl0 roadway is the Anoka County Park with a limited area for <br />possible development. The area to the west includes the Alpaca Estates with a series of one-acre <br />commercial lots along the highway. In addition the EDC should review how a service road could <br />best be constructed across the county park. <br /> <br />After a discussion of the future types of uses the EDC determined that the northside of the <br />Burlington Northern Tracks should be for a predominately commercial/industrial with sufficient <br />planning to allow for the construction of required infrastructure. As for the property along the <br />north side of Highway gl0 Northwest to be eventually acquired to a point that allows for the <br />development of a service road. The extra property would then be available fbr green space and <br />possible use as future roadway expansion. The property to the south of Highway gl0 Northwest <br />should be developed in some form of mixed residential type use taking adv.antage of the large <br />county park and the Mississippi River to the south. The design of this area should take <br />advantage of the future extension of City services by incorporating a community water and sewer <br />system. <br /> <br />Based upon the discussion it was the consensus of the EDC to have Mr. Gromberg provide a <br />synopsis of the ideas for the first two ridevelopment areas for review at the next Commission <br />meeting. <br /> <br />Updates <br /> <br />Building Projects: The City has received reservations for two <br />additional facilities in the AEC Energy Park. One of these facilities will be a <br />42,000 square foot facility to be constructed by Sierra Construction. The <br />second is a 25,000 to 30,000 square foot facility for Building Fasteners.
