June 2, I997

Mr. Jon Olson
Anoka County Engineer
2100 Third Ave
Anoka, MN 55303

Dear Jon:

The purpose of this letter is to express the City of Ramsey's perspective highway improvements
on the County's trtmk system within the City. This position has had the review of the City Road
and Bridge Committee and the City Council.

The City considers the improvement of the C.R. #116 corridor as the highest priority, Presently,
the County has the extension of C.R. #116 from C.R. #56 to C.R. #83 listed as a 1998 project in
it's five year plan. The City endorses this project. The City feels the potential for commercial
and industrial development is great along this corridor, particularly the segment between C.R.
#56 and Dysprosium Street. The City encourages the County to investigate and program the
need for expanded capacity of C.R. #116 along this segment of C.R. #116

A secondary area of need which the City envisions evolving as a result of the development of the
commercial/industrial corridor along C.R. #116, will be the need to expand the capacity of the
noah/south linkages between C.R. #116 and Hwy #10, along C.R. #57, C.R. #56, and CSAH
#83. The City envisions that additional dedicated turn lanes could be necessary in the near
future, particularly on C.R. #56 and C.R. #57. The City encourages the County to monitor these
intersections for delay and capacity warrants beginning in 1998. It is felt by this time ~ new
businesses, which are now in the process of being constructed will be generating traffic.

The City is requesting that the following segments of county highway be considered for overlay
due to deteriorating pavement conditions:

C.R. #63 from C.R. #83 to CSAH #5
C.R. #63 from CSAH #5 to CSAH #7
CSAFi #83 from 173rd Avenue NW to CSAH #22

I
I
I
!
I
1
I
I
!
I
I
I
I
I
I
I
I
I
I
