I I I I I I I I FINANCE COMMITTEE CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA The Ramsey Finance Committee conducted a regular meeting on Tuesday, May 27, 1997, at the Kamsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. Members Present: Mayor Thomas Garnet Councilmember Carolyn Beahen Councilmember Sheila Beyer Councilmember Natalie Haas Steffen Councilmember Gerald Zimmerman Also Present: City Administrator Ryan Schroeder Finance Officer Jessie Hart Police Chief David Gustafson Parks/Utilities Supervisor Mark Boos Community Development Intern Kirk Skoog City Attorney William Goodrich CALL TO ORDER Mayor Gamec called the regular meeting of the Finance Committee to order at 5:46 p.m. APPROVE AGENDA Consensus was to approve the agenda as presented. COMMITTEE BUSINESS Case #1: Review of Rates and Charges City Administrator Schroeder noted that the reason the Finance Committee asked to have the City Attorney present was to discuss development fees, however, this is still being worked on and there is nothing definite to report. City Attorney Goodrich summarized the Eagan "Country Joe" case and explained how the fee collected has to be directly related to the subdivision. For example, parks are directly related to a subdivision but transportation is not. We do not have the statutory authority to collect for that. The reas6n being that the roads would be improved and it would be a benefit for everyone already in the City. Mr. Schroeder added that development agreements do state what improvements are being charged for and another example of what could be charged for is storm drainage.
