I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />FINANCE COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey Finance Committee conducted a regular meeting on Tuesday, May 27, 1997, at the <br />Kamsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Garnet <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Natalie Haas Steffen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />Police Chief David Gustafson <br />Parks/Utilities Supervisor Mark Boos <br />Community Development Intern Kirk Skoog <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the regular meeting of the Finance Committee to order at 5:46 p.m. <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as presented. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: <br /> <br />Review of Rates and Charges <br /> <br />City Administrator Schroeder noted that the reason the Finance Committee asked to have the <br />City Attorney present was to discuss development fees, however, this is still being worked on <br />and there is nothing definite to report. <br /> <br />City Attorney Goodrich summarized the Eagan "Country Joe" case and explained how the fee <br />collected has to be directly related to the subdivision. For example, parks are directly related to a <br />subdivision but transportation is not. We do not have the statutory authority to collect for that. <br />The reas6n being that the roads would be improved and it would be a benefit for everyone <br />already in the City. <br /> <br />Mr. Schroeder added that development agreements do state what improvements are being <br />charged for and another example of what could be charged for is storm drainage. <br /> <br />Finance Committee/May 27, 1997 <br /> Page 1 of 5 <br /> <br /> <br />
