I I I I I I I I I I I I I I I I I ,I I f&ASE#: ~ INTRODUCE ORDINANCE TO CHANGE TERMS OF OFFICE FOR CITY BOARDS AND COMMISSIONS AND TO ESTABLISH TERM LIMITS ON COMMISSION SERVICE By: Linda Waite Smith, Administrative Services Manager Background: At its May 13, 1997, meeting, City Council approved revisions to the poIicy for appointing members of City Boards and Commissions. The revisions included the following: 1) Individuals serving on City Boards and Commissions shall be limited to four consecutive two-year terms of service on a commission. 2) Individuals may apply to a different commission immediately upon reaching the term limit on one commission. 3) Individuals may reapply to the original commission only a~.:ter being off the commission for at least one two-year term. Chapter 2.03.02 of the City Code currently specifies that terms of office for ali City Boards and Commissions are two years in length and does not include any limitation on years of service. In order to revise the commissioner appointment policy as indicated above, it is necessary to amend Chapter 2.03.02 Subd. 3 of the City Code to specify four-year terms of office, and to add Subd. 6 establishing term limits. A copy of the recommended ordinance is attached to this case. Per Council's earlier directive, the Administrative Services Manager will work with each commission to effect the most appropriate phase-in of the revised policy. Committee Action: Recommend that City Council introduce the attached ordinance amending Chapter 2.03.02 of the City Code.
