PLANNING COMIVIISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a regular meeting on Tuesday, March 4, 1997, at the <br />1Lamsey Municipal Center, 15153 Nowthen Boulevard N.W., Rarnsey, Minnesota. <br /> <br />Membe'rs Present: <br /> <br />Chairperson David Bawden <br />Commissioner Benjamin Deemer <br />Commissioner Paul Holland <br />Commissioner Sharon Jensen <br />Commissioner Charles LaDue <br />Commissioner Bradley Thomd <br /> <br />Members Absent: <br /> <br />Commissioner Michael Terry <br /> <br />Also Present: City Engineer Steve Jankowski <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the meeting to order at 7:30 p.m. <br /> <br />I <br />I <br /> <br />CITIZEN INPUT <br /> <br />Mr. Terry I-Iendrickson, 15361 Ramsey Boulevard, stated that there are inequities between the zoning <br />map shown on the wall of the Council Chambers and the zoning map that is distributed on request <br />from the City offices. Prior to October 20, 1993, the area encompassed by the Comprehensive Plan <br />was smaller than what is shown on the map that is posted in the Council Chambers..On October 21, <br />I993, a major Comprehensive Plan amendment was proposed and submitted to the Metropolitan <br />Council. The City Council approved submission of the proposal to the Metropolitan Council but did <br />not necessarily approve the content of the amended Comprehensive Plan. The Apple Ridge <br />amendment, which relates to the public hearing for the Good Value Homes development, is not <br />included in the Comprehensive Plan that was approved prior to October 20, 1993. It was part of the <br />amendment submitted on October 21, 1993, and then partially removed from the Comprehensive Plan <br />submitted to the Metropolitan Council on March 11, 1994. On August 15, 1995, citizens of Ramsey <br />prescribed, by vote, an amendment to the City Charter to establish a procedure on how the Ivfunicipal <br />Utility Service Area (MUSA) boundaries would be expanded in Rarnsey. It is his belief that the <br />official Comprehensive Plan for the City is the one properly approved prior to October 20, 1993, or <br />the one drawn up March 11, 1994, which is the one that is distributed at City Hall. MUSA lines have <br />a beating on a number of cases that are being heard at this and next month's meetings.
