3.9 <br /> <br />Focus Group Sessions. Tkis will include up to three meetings, each designed to <br />resolve critical issues that are identified during the special interest meetings. <br /> <br />4.0 Forecast Growth and Needs <br /> <br />The purpose of this task will be to assess how the City of Ramsey might anticipate growing <br />between now and 2020. <br /> <br />Subtasks will include the following: <br /> <br />4.1 The formulation of assumptions to serve as the basis for growth forecasts. <br /> <br />4.2 <br /> <br />The forecasting of ~owth including population, households and employment <br />based on the assumptions about growth. These projections wilt be in 5-year <br />increments. <br /> <br />4.3 <br /> <br />The calculation of land demand and sewer flows for the City based on growth <br /> <br />projections. <br /> <br />4.4 <br /> <br />Meeting with Metropolitan Council Staff. This will be a very important check <br />point with the Metropolitan Council Staff to reach agreement on land demand <br />and the directions for growth. Here, questions and issues will be ad&essexi as <br />outlined in the "Local Planning Handbook". <br /> <br />4.5 <br /> <br />Briefing session (optional). This will involve a briefing session with the City <br />Council and Planning Commission regarding altemative ~owth scenarios and <br />the degree of disagreement (if any) with the Metropolitan Council Staff. <br /> <br />4.6 <br /> <br />Meetin~ with City St~ff and Planning Commission. One meeting each <br />estimated. <br /> <br />5.0 Develop and Evaluate Alternatives <br /> <br />The purpose of this task will be to create a variety of development patterr~r and major <br />policies based on alternative growth scenarios and the direction provided by the visioning <br />session participants. <br /> <br />Subtasks will include the following: <br /> <br />5.1 <br /> <br />Development of alternative land use, transportation and natural resource/open <br />space protection concept plans illustrating a variety of possible physical <br />development scenarios. While it is impossible to determ/xae what those <br />scenarios might be, one could suggest a scenario that would be heavily natural <br />resource protection based while others would make a lesser commitment to the <br />preservation of permanent open space.
