CARLSON AS PATROL OFFICER <br /> By: Linda Waite Smith, Administrative Services Manager <br /> <br />Background: <br /> <br />The City planned to hire two patrol officers in 1997. One officer would begin work May 1, <br />replacing Sgt. Gustafson who was promoted to Police Chief. The other officer would be an <br />addition to the department and begin work August 1. <br /> <br />The openings were advertised and 179 applications were received, rated and ranked. Twenty <br />people were interviewed by a panel consisting of the Acting Police Chief, a Corporal, the <br />Administrative Services Manager, and Lt. Loni Payne of the Anoka County Sheriff's <br />Department. Based on interview ratings, seven people were invited to undergo a physical agility <br />test. The six people who passed the test were interviewed by a panel consisting of the Acting <br />Police Chief, a Corporal, the Administrative Services Manager, and the City Administrator. <br /> <br />Staff Recommendation: <br /> <br />The interview panel recommended hiring two people: Gregory Sullivan to start May 1 and <br />Cheryl Carlson to start on August 1. Council previously authorized hiring Officer Sullivan. <br />Staff is now requesting authorization to hire Ms. Carlson, contingent on successful completion of <br />background checks, physical examination and psychological examination. <br /> <br />Ms. Carlson has a Bachelor's Degree in Criminology from the University of Minnesota at <br />Duluth. She is a certified "Use of Force/Defensive Tactics" instructor. She was previously <br />employed by the Sheriff's Departments of Anoka County and Hennepin County. <br /> <br />The starting salary for the position is $31,021 annually and Ms. Carlson has agreed to accept <br />that. The starting date is August 1. <br /> <br />Committee Action: <br /> <br />Motion to recommend that Council authorize hiring Cheryl Carlson as a Patrol Officer at an <br />annual salary of $31,021, contingent on her successfully passing background checks, a physical <br />examination and a psychological examination. <br /> <br />Reviewed By: <br /> <br />City Administrator <br />Police Chief <br />Administrative Services Manager <br /> <br />Copies also distributed to: <br /> <br />PC 07/22/97 <br /> <br /> <br />
