PUBLIC HEA_~N G
PLANNING COMMISSION
CITY OF RAMSEY
ANOKA COUNTY
STATE OF ~SOTA

The Ramsey Planning CommissiOn conducted a public hearing on Tuesday, April 1, 1997, at the
Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota, to consider a
request from Thomas Kurak for a condit/onaI use permit to grade and export soils.

Members Present:

Chairperson David Bawden
Commissioner Benjamin Deemer
Commissioner Sharon Jensen
Commissioner Charles LaDue
Commissioner Michael Terry
Commissioner Bradley Thorud

Members Absent:
Also Present:

Commissioner Paul Holland

City Engineer Steve Jankowski
Zoning Administrator Sylvia Frolik
City Attorney William Goodrich
Community Development Intern Kirk Skoog

CALL TO ORDER

Chairperson Bawden called the public hearing to order at 7:41 p.m.

PRESENTATION

City Engineer Jankowski stated that, upon receiving the application form and fees, City staff did
schedule and advertise a public hearing. However, when the supporting application materials
were received, it was determined that there were a number of deficiencies in the submittal. Mr.
Jankowski stated that he has issued a report listing those deficiencies. Since issuance of that
report, Mr. Kurak has resubmitted a number of these materials that were listed as deficient. Mr.
Jankowski stated that it would be appropriate to take comments at this public hearing and
continue the public hearing to a subsequent meeting of the Planning Commission in order to give
staff and the residents time to review the remainder of application submittals requested of the
applicant.

Mr. Jankowski went on to say that basically the request is asking permission to take the property
down to an elevation of approximately 870 to 872. Mining down to this elevation would prohibit
the northwest portion of the site to be served by sanitary sewer from Fox KnoI1 to the north.
Therefore, the revised proposal cuts back somewhat on those grades. Mr. Kurak is also
proposing to remove one-half of the tree line along the Wetland #i 14P. The City's mining and
grading ordinance states that existing trees and vegetation should be saved to the extent possible.

Planning Commission/Public Hearing/Kurak/April 1, 1997
Page 1 of 3

I
!
I
I
I
I
I
I
I
I
i
I
i
I
I
I
I
I
I
