This permit shall expire three (3) years from the date of commencement of operations and the <br />Permit Holder shall be responsible for providing the City with at least 48 hours advance <br />notice of the date of commencement of operations. <br /> <br />The ingress and egress to the Subject Property shall be from Sunfish Lake Blvd. The Permit <br />Holder shall provide a 75 foot long gravel approach at the access point onto Sunfish Lake <br />Blvd. to minimize the tracking of grading materials from the site onto the public highway. <br />The Permit Holder shall be responsible for obtaining and complying with any permits <br />deemed necessary from Anoka County. In addition, the Permit Holder shall be responsible <br />for removing any spilled material from the public roads immediately upon direction to do so <br />by the City Engineer. Failure to do so shall be cause for the City Engineer to order the <br />necessary work to be done and billed to the Permit Holder. <br /> <br />Alt grading operations shall be conducted in accordance with the six (6) sheet set of plans <br />submitted by the Applicant in conjunction with the application. The proposed area to be <br />graded is approximately 39 acres in size. Excavation shall be confined to a five (5) acre area <br />at any given time. Continuation of grading shall require finished grade areas to be restored <br />with six (6) inches of topsoil, seed and disc anchored mulch. <br /> <br />Prior to any work in Phase I, the Permit Holder shall grade the northernmost I50 feet of the <br />property adjacent to Fox Knoll 2nd Addition to its proposed final contours as established by <br />the approved grading plan, re-establish with topsoil and turf, and establish a tree line screen <br />consisting of transplanted tree stock from the area. <br /> <br />In Phases I, IV, V, VI, VII and XI, a sump area three feet lower than the proposed final grade <br />shall be installed along the easternmost extent of the excavation, to provide a reservoir to <br />hold storm water caused by precipitation events from entering the wetland. The width of this <br />sump area shall be a minimum of 25 feet, unless calculations submitted by an engineer can be <br />provided to show that a lesser distance can adequately handle a 10 year storm event. <br /> <br />All equipment used for grading and hauling operations shall be maintained and operated in <br />such a manner to minimize noise, dust, and vibrations adversely affecting surrounding <br />properties. All equipment shall be kept in good repair. Failed equipment and rubbish shall <br />be removed from the work site regularly. <br /> <br />Except for the Permit Holder's personal equipment and property, only equipment required for <br />the excavation, grading and hauling of materials shall be allowed onto the site and shalI <br />remain in the equipment parking area designated in Phase IX (Phase X during he period <br />Phase IX is being excavated) during periods of inactivity.
