The Department of Natural Resources ("DNR") Natural <br />Heritage data base was contacted to determine whether any <br />rare or endangered species have been sighted or are known <br />to exist on the Project site. The DNR affirms that there <br />are no known occurrences of rare species or natural <br />communities in the area searched (within a one mile <br />radius of the Project). <br /> <br />do <br /> <br />The Minnesota County Biological Survey indicated that the <br />Project contains land with sand prairie cover, oak <br />savanna and pine plantation. In April, 1997 Biological <br />Survey personnel determined to eliminate the Project site <br />from consideration as a significant site. Sharon Nelson <br />(Natural Heritage Data Base) on 6/30/97 stated that the <br />site was eliminated from consideration because "~e quali~ <br />of he plant communi~ w~ not high enough w be sign~can~ nor w~ ~e s~e <br />of he pamd sign~cantly ~rge% <br /> <br />That the Petition does not identify any other items of <br />environmental concern. However, through the Project's <br />subdivision public hearing process a number of comments were <br />received which touched on two other areas of environmental <br />concern which are traffic impacts and the impact on school <br />populations. The following findings address these concerns. <br /> <br />ae <br /> <br />That traffic impacts were addressed by the Project's <br />developer's consultant, Bolton and Menk, in a report to <br />the City Engineer dated 3/18/97. The report indicated <br />that the development would generate approximately 1350 <br />Average Daily Traffic ("ADT"), and an estimated 86% of <br />all trips would remain within the plat prior to assessing <br />Trunk Highway 47. <br /> <br />That the argument of unduly impacting school populations <br />cannot be specifically applied to the Project location as <br />growth anywhere within the relevant school district would <br />produce the same demands. <br /> <br />The motion for the adoption of the foregoing findings of fact was <br />made by Council Member ~/C~ . . and duly <br />seconded by Council Member ~ and upon <br />vote being taken thereon, the following voted in favor thereof: <br /> <br />and the following voted against the same: <br /> <br /> <br />
