This <br />compares to thc engineer's estimate of $80,000.00. <br /> <br />Prior to the bid and in lieu of a pre-qualification process, we instructed System Control Services lo list themselves as <br />Allernate Bid Manufacturer and submit u letter of explanation as to why they did not use a named Base Bid controls <br />auppller. <br /> <br />However, upon revicw of their bids, we found that System Control Services, Inc., the apparen! Iow bidder, failed to <br />indicate any manufacturer fl~r thc radios, programmable logic controller and data acquisition software. We contacted <br />System Centred Services. Inc. about their omi~ion and also about our concern that they could adequately complete <br />thc job for theh' bid amount. They aekm~wlcdged their omission and asserted that they would be willing to complete <br />the job £or the bid amount. They would be willing to submit their proposed manufacturers fl)r the Base Bid items to <br />the City upon request. <br /> <br />The other bidders did submit complete proposals. If System Control Services, Inc.'s proposal wcrc rejected because <br />o£ irregularities, Instrument Control Systems would become Iow.
