A total
of nine bids were received as shown on the attached tabulation. The three Iow bids

and the engineer's estimate are attached as follows:
Bidder Total Bid Price
CW Houle, Inc.
Arcon Construction Company
Kadlec Excavation of Mora, Inc.
Engineer's Estimate

$168,700.00
195,256.85
196,968.70
142,180.00

In comparing the Iow bid with the engineer's estimate, the Iow bid is approximately
19 percent higher than the engineer's estimate. The higher bid prices are due to unit
prices, which are dependent on today's bidding climate. In addition, the water level
in the wetland has recently increased, which resulted in additional dewatering costs.
The Iow bid is judged to accurately reflect current project costs.

CW Houle, Inc. is a Shoreview, Minnesota Contractor who has satisfactorily completed
a project in Ramsey. We, therefore, recommend that the project be awarded to CW
Houle, Inc. in the amount of $168,700.

Engineers Landscape Architects Surveyors
